Public service PS Lilian Omollo together with NYS DG today appeared before National Assembly's PAC denying loss of Sh9 billion and instead turning the heat on tenderpreneurs.
The duo said they have saved the public Sh2.6 billion by direct procurement of powdered milk from KCC, meat from KMC and stitching own uniforms. "You can be sure those people who were doing the business would not be happy"
It was at this point that PAC Vice Chairperson Ms Jessica Mbalu wondered loudly ... "why did you step aside for doing such a good work? ... For how long will you be out?". Several MPs seemed to agree.
Kiharu MP Ndindi Nyoro, however, strongly warned PS Lillian Omollo not to lie to Kenyans that NYS is clean.
Both the PS and DG asked for individual responsibility on NYS officials who had manipulated the pending bills review committee decisions as well as procurement processes.
But as they appeared before the Committee, the untold story of NYS continues to unfold. This time round it touches two Cabinet Secretaries.
Our credible sources point an accusing finger to former Public Service CS Ms Sicily Kariuki for "fronting" two firms to do business with NYS. These are: Rayman Company Limited and First Quality Limited.
Ms Kariuki has since moved to the Health Ministry in same capacity.
Our informants, on strict anonymity demand, say that close kin of her staff in her then office had pushed for "preferential treatment" for First Edge Limited, Lokeno General Merchants and Fino International Limited.
On the other hand the NYS Senior Deputy Secretary Capt. Sam Muchuki who has defied transfer to Ministry of Transport as Senior Deputy Secretary, is alleged to have influenced a number of companies to do business with NYS.
The firms include Sparemart Company Limited, Instigate General Merchants and Charma Holdings.
He is also said to have pushed for Krypton Technologies Limited said to belong to the daughter (Wanjiku) of a top spy at the National Intelligence Service (NIS).
Together with Agriculture CS Mwangi Kiunjuri, our sources add, Capt Muchuki has pushed for "preferential treatment" of H.H.J Spice Cereals Supplies Ltd, Karman Investments Ltd and Sarkama Ltd
Mr Kiunjuri succeeded Ms Anne Waiguru as Cabinet Secretary although he only handled Devolution and Planning dockets.
Capt Muchuki's son only identified as "Brian" is said to do business with NYS through Nettoyer Services Ltd.
The revelations coming in the wake of alleged Sh9 billion loss at NYS confirm that corruption at NYS is endemic and is fuelled by top men and women in government.
Cofek cannot verify whether any of these firms were eventually given business and how much they were paid for respective services.
A cabinet minister is a serious position that any fronting would usually see the preferred firms have their way. Mostly such instructions are given verbally. Defying them leads to severe consequences.
On March 20, 2018 Public Service CS Prof Margaret Kobia directed Captain Muchuki to report at the Ministry of Transport within 24 hours.
Having defied the move, much later, on April 20, 2018 wrote to Public Service PS Lilian Omollo appealing the transfer. He said he had hoped he would "... find it extremely fulfilling if I could cap my career in service not only by serving out the remainder of my term within the same institution (NYS) but also in an enhanced capacity (as a Director General considering he is second in command)"
